Local install RP: TOS and Privacy links do not show up unless both are checked.

Open the demo RP (port 10001).
Without supplying a specific email, just select
"Supply a privacy policy"
or
"Supply a ToS"
and click "Get an assertion"

You will see a sign_in dialog with no TOS or Privacy link.

Now go back and click both.
Click "Get an assertion"
You will now get a sign_in dialog with the TOS and Privacy links showing.
