So it turns out we don't need the WHITEBOARD_TAGS thing at all because the 'chore' tag was already being picked up (and doesn't come from
flags, where "needinfo" comes from). So I've essentially reverted that part. The bug is now fixed so everything works again, and the net effect is now that the chore tag will be correctly and distinctly styled.
