note all countries set to en as the default language, which is probably wrong but failed to find a source for what this should be. In zamboni all regions will fall back to en anyway. As the locales come in, we change this file I guess.

also converts all mccs to being a list of integers, which is the most common usage

Based on #28, looks like this isn't happening.
