"Create a Firefox Account" pop-up does not have a scrollbar on small displays

[Notes]:

• The issue is reproducible on larger displays if the window is resized (large to small).

[Affected versions]:

• Firefox Notes 1.8.0dev
• Latest Firefox Unbranded (55.0.4)

[Affected Platforms]:

• All Windows
• All Mac
• All Linux

[Prerequisites]:

• Have a Firefox profile with Firefox Notes 1.8.0dev installed.
• Use a screen with small display (<15 inch).

[Steps to reproduce]:

1. Open the browser with the profiles from prerequisites.
2. Click the "Sync Your Notes" button.
3. Try to scroll down the "Create a Firefox Account" pop-up.

[Expected result]:

• The page scrolled down.

[Actual result]:

• Nothing happens.

This was fixed in https://hg.mozilla.org/mozilla-central/rev/ac4865fb95b6 and should be in Firefox Nightly later this week
