Font rendering broken when printing in Chrome or IE

As you can see the fonts in Chrome and IE look dithered and blurred.

from Chrome and Chromium print result is SO blurry, I can't find words to describe it

I tried to set dpi for printer and PRINT_SCALE RATIO to 1, 3, 4, 8 - no effect
I tried latest version from github (8614c17) - same
I am on windows 7

Could you please review this and possibly suggest quick fix / workaround?

Closing as fixed by recent printing PRs. Remaning quality issues are tracked in #6241.
