Section 8.1 effectively requires an existing CA to stop issuing certificates when it is purchased by a company that is not in the program until Mozilla grants permission. This policy was not enforced for the Thomas Bravo acquisition of Comodo. Consider changing the requirement to a public review period of 30 days from the disclosure during which issuance is permitted.
