Pontoon's documentation is incomplete, sometimes out-dated, and spread out. Currently, we can find it on:

This might work to some extent for folks in the Mozilla community (I guess, thanks to drivers knowing about this and being able to point users at the right places), but it is not easy to handle for external users, or people new to Pontoon.

This bug is about figuring out how to improve Pontoon's documentation, making it more accessible, more exhaustive, and easier to maintain.

Update index.rst to explicitly link to the mozilla-l10n sites

Per discussion in mozilla#2135 (comment), make it clearer that there are actually two different external subsites containing pontoon documentation. This wasn't clear to me from the docs.
