older toolchains not valid any more

with the change to llvm 10 the parameter
LLVM_TEMPORARILY_ALLOW_OLD_TOOLCHAIN do not do any thing as
min and soft error is the same.

It is still possible to build Rust with the older toolchain versions listed below, but only if the
