renamed ScalarMaybeUninit::not_undef to check_init

Renamed the function ScalarMaybeUninit::not_undef to ScalarMaybeUninit::check_init in the file src/librustc_middle/mir/interpret/value.rs, to reflect changes in terminology used.

Related issue #71193
