use enhancement label consistently #260

It occurs to me that we could give people some direct indication of plans we are considering if we use "enhancement" consistently to talk about major features we are considering or planning. Then a search for the label gives people a vague sense of our roadmap.

We should rename "enhancement" to "concept"

For major features I think we should just create a new per-feature label.
