Updated the graphs view job link so that when you click it, the search filter is pre-populated and removes most of the clutter and does not overwhelm people

I've tested it a bit locally, works for most cases. For perf_reftest_singletons this solution is not working. @Andrej1198 could you look into that? |

I had a look and the reason that this failure is occurring is that in treeherder underscores are replaced with dashes |

As per Bug 1901066:
This pull request updates the graphs view "job" link
It does so that when you click it, the search filter is pre-populated and removes most of the unnecessary clutter and does not overwhelm sheriffs, reducing a step in the process.
