Publish a web-ext changelog for each release #164

Once web-ext is more mature, a lot of developers will depend on it so we should publish a changelog. This could be pretty easily generated from commit history as long as we stick to semantic messages. JPM changelog example: https://discourse.mozilla-community.org/t/unofficial-jpm-changelog/7854
