Not keen on this variable name, because it's not obviously simulation. In https://bugzilla.mozilla.org/show_bug.cgi?id=844301#c1 I talk about how we might just want to take webpay completely offline for a little bit (for example if bango is having maintenance). Perhaps SIMULATED_ONLY?
