Request to upgrade to driver/wptagents to c5.xlarge instances sizes

For moar capacity and metric stability[0], I propose we move from our current c4.large -> c4.xlarge AWS EC2 AMI instance type.

Needs discussion/approval with @jbuck

[0] based on @phedenskog and the fine Wikimedia Performance Team folks' recommendations(I haven't done anything close to a good scaling model/test, but have seen dataloss issues already)

To clarify, this would be changing the driver instances, right? We can make this change. Would you want to switch to c5.xlarge instances, or is there a reason to stick with c4.xlarge? It's fine either way, but the c5's are slightly faster & cheaper than c4's

Originally, I was hoping we could follow Wikimedia's setup, but reading through https://www.learnaws.org/2017/11/17/comparing-ec2-c4-c5/, perhaps we should try a c5.xlarge instance, after all.

This looks mostly done[0] (thx again, @jbuck!), with the exception of...two exceptions, for which I filed bug 1497690[1]:

• {docroot}/results writable: NO
• {docroot}/logs writable: NO

[0] We're now running our Windows + Linux wptagents on c5.xlarge EC2 instance types/sizes.
