What

New info keys or info assertions for accelerator-aware MPI libraries.

Why

Allow users to query for accelerator support, reduce overheads (e.g. by eliminating memory type queries), improve performance (e.g. tell MPI that accelerator is available to launch pack/unpack kernels), and more goodness.
