mpv version:

mpv 0.27.0 (C) 2000-2017 mpv/MPlayer/mplayer2 projects
built on Mon Dec 18 12:48:39 EST 2017
ffmpeg library versions:
   libavutil 55.78.100
   libavcodec 57.107.100
   libavformat 57.83.100
   libswscale 4.8.100
   libavfilter 6.107.100
   libswresample 2.9.100
ffmpeg version: 3.4.1

mac version:

macOS High Sierra 10.13.2

Happens when opening a video file with mpv standalone app, 2 mpv icons appears on the dock and the second one just stays on the dock, can't close or force quit. mpv in command line works perfectly fine.

As the others said, was fixed in 77021cf

Using brew, you can always do brew install mpv --HEAD to compile the latest version yourself.

AFAIK you also need HEAD ffmpeg for it to build.

Ah yes, you are right. So it's
brew install ffmpeg --HEAD
brew install mpv --HEAD

You will have to do this yourself, as brew will probably not update mpv until ffmpeg made a new release: Homebrew/homebrew-core#22112
Unfortunately, ffmpeg didn't wait with their latest release until some certain changes made it in, that's why mpv currently depends on a newer ffmpeg version than what you can install with brew/other package managers.

Should this be left open until a proper 0.28 release is cut?

we have a proper 0.28 release. if at all the problem is that there is no ffmpeg release since months. so no this will stay closed.
