Add FSL gpu container for CUDA-accelerated DTI workflows (d)

Create Dockerfile
Singularity build
Create shell script to take QSIPrep preprocessed derivatives and run FSL tractography
Document tests
Add to pipeline as option/sub-pipeline
Add install to docs
Add usage to docs
