Travis-CI has added support for ARM64. Added ARM64 job in Travis-CI.

Thanks @ossdev07 ! Two comments:

  1. The arm builds seem to be quite a bit slower. Maybe we should only include them on one or two of the builds, like Python 3.7 and Python 2.7?
  2. We seem to have lost the PyPy builds here.
