Create release for 0.10.0

A tag was created for 0.10.0, but wasn't released.

I forgot what the process for releasing this project was. Previously I could use Travis for it, but now we probably will need to come up (and document!) a new process.

On the main msmhq/msm repo page

• select Releases
• select Draft a new release
• enter the existing tag (if already created)
• enter the release details to align with the changelog
• upload the source of the tag release (if not already created)

I've added a GitHub action to take care of releases automatically.

This issue is not actually resolved. There still is no release for version 0.10.0.
