Release for 0.10.0 still missing - continuation of #412 #435

This is a continuation of Issue #412 Create release for 0.10.0. While a method for automatically creating releases when new tags are added was implemented in Pull Request #418 Add GitHub Action manifest, the tag for 0.10.0 was created before #418 was merged, and a release for 0.10.0 was not created manually.

Additionally, Pull Request #418 introduced Issue #433 git-release workflow is triggered whenever any commit is pushed to master, and Issue #434 Major update to git-release workflow deprecates used option, causing failure was created several months later. These two issues are resolved by Pull Request #432 Fix the git-release GitHub Action workflow constantly creating errors.

This issue can be resolved by merging PR #432, then following the steps laid out in issue #436

I published release 0.10.1 after my attempt to fix 0.10. failed due to build issues. Apologies for the delay.
