Allocate all memory before subdividing a spline #71

Currently, memory is allocated for each segment of a spline. This approach becomes very slow for splines with thousands of control points and knots.

msteinbeck pushed a commit that referenced this issue


          Create an eval method which does not allocate memory. Refs #71.
