Move License.txt to a Markdown file and produce final output with the gulp/grunt build task

We currently produce the ReleaseNotes.txt file from a ReleaseNotes.md file in the project. We should mirror this with the License.txt file.

This appears to still be an issue with the MVC project. I pulled down the latest version and after running the gulp command it still shows no License.txt file generated.
