Cannot delete or mark memos public in the app

I am using the latest version of Moe Memos and also have the web app. Below is a list of the options when you click on the three dots in a memo on the web app and Moe Memos. Note that the Moe is missing "Mark" and "Delete." Would it be possible to add those? At a minimum, I would love to see delete. Could there be a setting somewhere that I am missing?
