Activation for the new Arwen v1.3.19 is configured to happen on epoch 326, which should occur Monday, June 21 2021, ~14:32 UTC
Activation for the new rewards model is configured to happen also on epoch 326.

Bug fixes:
#3177 - Fixed deadlock in vmContainerFactory.go.
#3174 - Fix docker image to work with the latest Arwen.
#3180 - Updated Arwen to version v1.3.17, removed Arwen version switching in config.toml.
#3182 - Fixed the APR changes activation in rewardsCreator component. Removed duplicated code that triggered the initial problem and rewards computation uses the common handler which is aware of the changed parameters.
#3186 - Updated Arwen to version v1.3.19.
