Smarter tuplet bracketing

Your idea

Add an option to always show brackets when on the notehead side.
Or change the "auto" behavior to always show brackets on the notehead side if triplets without brackets on the notehead side are rarely notated (as far as I know, they are rarely).

Problem to be solved

This allows you to do things like, if you choose to always place tuplets on the upper side, show the tuplet bracket only when it is on the notehead side. (This is a common practice in chorus scores that I am familiar with.)
