Restore local installation

This pull request includes:

• Fix build_bars.py for NVDA 2023.3.
• Restored install from local file with some changes:
  • Modified the regex. In the case of the language family, changed to "_" instead of "-", like in the online voice downloader. So, for example, if you have en-us as the tar file name, you will now get an error and have to change it to en_us.
  • Removed the "voice-" prefix. However, the tar.gz file may contain this prefix, but it will not create a folder with this prefix during extraction.
