See #747 (comment), same in 5.7:

Qt WebEngine on Windows requires MSVC 2013 or MSVC 2015.
QtWebEngine will not be built.

Seems to be an known issue with Chromium project, with a possible solution of using clang.

I think we should remove this package to avoid confusion.
