http://www.netlib.org/blas/blas.tgz is now for blas 3.7.0. MXE version of blas is 3.5.0.
The problem is caused by the fact that the upstream uses the same URL when updating a package.

File http://www.netlib.org/blas/blas-3.5.0.tgz contains BLAS 3.7.0 instead of BLAS 3.5.0.

$ curl www.netlib.org/blas/blas-3.5.0.tgz | md5sum
70f26f95c93fd3871a886bf4237e8268 -
$ curl www.netlib.org/blas/blas-3.7.0.tgz | md5sum
70f26f95c93fd3871a886bf4237e8268 -

The file actually contains BLAS 3.7.0.
