[cleanup] Delete old changes.xml as not used in many years

Given age here and lack of much content, just deleting this.  Realistically this hasn't been much value in a long time even for historic reasons.  Maven long since stopped releasing the plugin and it does not work on any modern jdk.  Other mybatis projects already had this deleted.
