Moderation Tools Improvements

• Remove Thread Subscriptions
• Stick/un-stick threads.
• Send a PM to the poster/thread starter
• Moderation Tools Permissions
• Recount & Rebuild
• Confirmation page.

This should already be working for Thread tools (I've implemented it in the past)
I've also added the send_pm(...) function to functions.php back then.

Seems somebody else added far before me creating the issue, never noticed to be honest. I haven't worked on this issue at all.
