This option will create the marlin root directory if it does not exist. It will pull down the branch as defined in either the JSON or --branch flag. If neither are specified it will throw an error if using this flag.

completed #11 for creating the directory if it does not already exist.
abe454b 
cancelled #7 since porting to python nullifies this requirement
now focusing on #20 to port this to pyton before other enhancements are implemented
