Fix 96e1d8d in set_chunk_strategy_for_dbt() missed removing redundant and not working condition (mydumper code). For --max-threads-per-table to work correctly it is required to redo dump with mydumper having this fix. Bug description: https://jira.mariadb.org/browse/CONTRIB-36
