Create PRs with a base branch of next; merge using "Squash and merge"
Tag pre-releases based on next, e.g. v0.0.4-alpha. Mark them as pre-releases
Once you are happy with a pre-release, create a PR to merge next with a base branch of master
Tag the next release
Temporarily turn of branch protection for next (rename the rule to nexts for example) and force-push next to match the new master. Turn branch protection for next back on
