Set up Apache Tika

This is somewhat related to Solr integration in #32. Basically, if Tika is installed locally, then remote solr server must parse attachment files when using apachesolr_attachments, which is slow.

Acquia seems to use tika 1.1 according to this article (but might support newer versions):
