I know this could be contentious but the suggestion is to automate appeals to the ICO in the same way as the site currently deals with internal review requests and related correspondence.

This would expose the ICO's (FOI) regulatory activities to increased scrutiny.

There's a UK-specific WDTK issue to cover this here:
mysociety/whatdotheyknow-theme#17

I'd suggest that it should be added as a theme plugin to alaveteli, rather than as part of the core code, as the requirements for escalation to ombudsmen and/or the courts will be very different in each jurisdiction.

In the UK case, WDTK would need to know which body to send the appeal to, eg Scottish Information Commissioner, or the Information Commissioner's Office.

I'm going to close this ticket as #2819 has more discussion and is actually at the top of the list to be worked on. This ticket has a better title, so I'll update the new ticket's name to reflect that it is indeed the ticket that will add this feature.
