Add flash message/banner to display restrictions to FOI law

Baris has asked if we could add a pop-up/flash banner to the site which links to a statement they have written about the various restrictions to FOI law that are currently in place because of the state of emergency there.

The flash message/pop-up would say: 'Olağanüstü Hal'de Bilgi Edinme' and link to the statement on the Help pages. Here is statement:
