Local Heat and Energy Efficiency Strategies need to be in place by end of 2023 for Scottish local authorities.

If Neighbourhood Warmth works in Scotland these could offer useful context for action.

Wondering whether we might consider absorbing these into CAPE... Could maybe support work exploring difference between different national approaches. Haven't looked at this to get a sense of work involved, but could maybe dovetail with the Energy Systems Catapult work on Local Area Energy Plans: Energy Systems Catapult x mySociety x Climate Emergency UK | 2023-04-13

FFS. How could the Scottish Parliament pass this Order in 2022 and not include a requirement for a centralised list of all the plans!!!??!!?!?! From what I can see, local authorities are only required to "publish" their strategies and plans "on the local authority's website". Which means we’ll need to collect them all manually. (Might be a nice excuse to do the work in the first place – we’ll probably have one of the only collections of all 32 scottish local authorities strategies/plans.
