Add a scraper or scrapers for UKIP candidates, similar to these ones:

The best source for this at the moment seems to be a UKIP Twitter list: https://twitter.com/Vote_UKIP/lists/ukip-ppcs-3/members

@andylolz Great - I've assigned this to you, so hopefully other people won't duplicate the work. It's best if it follows the pattern of the scrapers in the all-scrapers branch in this repository: https://github.com/mhl/UK-Political-Parties/tree/all-scrapers/ppcs - i.e. just outputting to json/ukip.

The main issue is figuring out the constituency for each PPC. I’m fetching WMCs from MapIt, so I guess I’ll make it make some educated guesses from there, based on twitter description (and possibly location… although presumably it’s best to err on the side of caution.)
