Some APIs need to change as they don't make sense/functionality isn't clear. Should only affect maps for now

/acars should become /pireps/geojson
/acars should return a list of the current live flights (same as /acars/pireps)
/pireps should become /acars/pireps, and /pireps should return a paginated list of a current user's pireps with the ability to filter
- Use same RequestCriterea for searching/filtering repository as the Api\FlightController does
