Don't allow cancels from certain states

• If a PIREP isn't in a PENDING state, don't allow it to be cancelled
• Fix the state column and PirepState enum to start from 0 and be an unsigned small int
• closes Don't allow PIREP cancel if not in PENDING phase #395
