Description

• Add dummy targets and buid props as workaround as suggested in BuiltProjectOutputGroupDependencies target missing after updating Nerdbank.GitVersioning to 3.5.x dotnet/Nerdbank.GitVersioning#751.

⚠️ OK to revert adding the targets and Directory.Build.props when updating to a future release of nbgv ⚠️
