Duplicate existing get_arp_table test, passing in a VRF as a parameter. Test cases for EOS/NXOS_SSH were created by copying and modifying existing mocked data.

Retrieve the list of VRFs, and then collect all ARP entries in all VRFs in a single REST call, instead of a call per VRF.
