The Rheinbund should be a confederation of loose german states.

The capital should be in Frankfurt, and there should be the slow centralization of the country with a variable number of possibilities.

There are

Slow, peaceful integration that may lead to states refusing to join
A more accelerated integration based off of events in France/Prussia/Austria
The chipping away of the confederation by the Prussians if they choose to stay in Germany
A violent integration that may lead to the intervention by Prussia/Austria/France
