WV-3143: Add notices on deprecated NSIDC layers

Description

Fixes #WV-3142.

Added notes to 3 layers denoting that they were no longer being updated in Worldview.

• SSMIS Sea Ice Concentration
• Freeze/Thaw SSMI
• Freeze/Thaw AMSRE

Also, updated Sentinel 2A and 2B to Sentinel-2A and -2B where applicable.

How To Test

1. For Sea Ice Concentration, open with these URL parameters
2. Check to make sure the note is visible at the top of the layer description and the links work
3. For Freeze/Thaw, open with these URL parameters
4. Check to make sure the note is visible at the top of the layer description and the links work
5. Check to make sure Sentinel-2A and Sentinel-2B now have dashes where applicable
