Include processor ID and spacecraft ID in generated table files

The .tbl files generated currently have the spacecraft ID and processor ID fields in the header set as zero.

Describe the solution you'd like
The scripts that invoke elf2cfetbl in the CFS build should propagate the correct processor ID and spacecraft ID into the generated tbl binary files

Additional context
The table files are only loadable if PRID/SCID checking in TBL is disabled. If this feature is enabled, then the tbl files cannot be loaded
