Summary

Support for the legacy API is now optional, however the Legacy Support plugin is currently installed by default in index.html until Angular dependencies are removed from the Summary Widget and Event Generator plugins.

Once these issues are closed, the legacy support plugin is no longer needed, and should only be optionally installed by projects still requiring legacy support such as VISTA.

Testing instructions

Note that this change only affects local Open MCT development. Testing for issues caused by removing legacy support is covered in #4615

Verify that the application loads correctly locally, with no obvious visual errors, or errors in the console.
