Summary

Add some performance marks to telemetry tables.

Testing Instructions

Create a telemetry table ina display layout with a sinusoid generator or realtime tlm data
Navigate to page
Open up dev tools and type performance.getentries (something like this) to get a list of marks

I'm seeing multiple performance marks like, 'tlm:process:start', row:removed', 'row:added'. If this is expected, then:
Confirmed Fixed - Testathon: 4/28/2022
