Is your feature request related to a problem? Please describe.
Based on the design here: https://trunk.arc.nasa.gov/confluence/display/VIPERMS/Multiple+Y-Axes+for+plots
We need to handle the following for more than 1 y axis.

  • Zoom
  • Pan
  • Show grid lines

Describe the solution you'd like
Ensure zoom, pan and grid lines actions work as expected for each y Axis.
This currently only works for 1 y-axis.

Testing Instructions:
Add one or more series to different Y axes in an overlay plot
Ensure that zooming (wheel zoom/button zoom/marquee zoom), panning, and history works

Navigate to any telemetry endpoint in a dictionary (like VIPER)
Ensure that zooming (wheel zoom/button zoom/marquee zoom), panning, and history works
