Downgrades ARM Ubuntu runner to glibc 2.27. This allows Raspbian which commonly uses 2.28 to work. I have encountered no issues with this PR.
Ubuntu 18.04 has end of life Apr 2023 but by then I hope all distros have upgrade to a newer version and we can use 20.04.
