Win10: Won't toggle, but makes Desk.cpl crash #3

Installed and ran from VSCode console.
Won't toggle.
Afterwards (including after restart), I am unable to get into me screen settings (desk.cpl or through windows settings): The dialog silently closes
Also Primary screen and arrangements of screen had been changed/reset.

I had a similar issue and backup files provided in this repo helped
